PFMP names Gary Ellem as new Team Leader

The Philippines-Australia Public Financial Management Program (PFMP) has named Gary Ellem as its new Team Leader effective July 1, 2016. Mr. Ellem will be responsible for the day-to-day management of the program including the development, delivery and monitoring of activities.
“I am excited to take on the work we have started at PFMP in continuing our support to core public financial management reforms and ensuring the stabilisation of these reforms,” said Mr. Ellem.
“We will also be working on a new area of focus—transport infrastructure— to see how we can address critical PFM issues to help strengthen budget execution, which is particularly important in the context of Government’s aggressive expenditure targets”, he added.
PFMP will be continuing to work closely with the Department of Budget and Management (DBM) and other oversight agencies, as well as with new stakeholders in the infrastructure sector.
Mr. Ellem joined PFMP in 2012, initially as a Monitoring and Evaluation Specialist before taking on the role as Program Delivery Adviser in 2015. He has extensive experience in the areas of monitoring and evaluation, program design and organisational and capacity development. In addition to the Philippines, he has worked previously in Indonesia, Timor Leste, Papua New Guinea, Sri Lanka, Solomon Islands and Australia.
Prior to PFMP, he was a consultant working on a range of governance programs in Asia under the Australian aid program. Mr. Ellem holds a Master of Commerce (Major in Government) from Sydney University. He also graduated with honours from the University of New South Wales with a degree in Bachelor of Arts/Asian Studies (Political Science).
